Objective
Utilize a Public Private Partnership to completely renovate a 50 year old aging water and wastewater system for a remote resort community with 920 residents with limited options for financing the project.
Challenge
Designing, Building, Financing, Operating and Maintaining (DBFOM) the project that many thought would be impossible to complete because of decades of failed attempts by others and mounting fines from the State Regional Board for subpar water quality.
Result
Rely on a modernized water and wastewater treatment systems and associated distribution and collection system that would allow the community to grow and thrive again because of increased real estate values and the ability to develop new properties.
